Portions of Rios Canyon Road and Petite Lane in Lakeside and Kenwood Drive in Spring Valley will soon have new sidewalks.
Two separate 4-0 San Diego County Board of Supervisors votes Sept. 25, with Greg Cox in Washington, D.C., authorized the advertisement for bid and subsequent award of construction contracts.
The sidewalk construction for the east side of Rios Canyon Road between Legacy Court and a private driveway north of 14382 Rios Canyon Road will be funded in part by a Community Development Block Grant award from the U.S. Department of Housing and Urban Development, so that was a separate action item from the approval of the sidewalk on the east side of Petite Lane between Lakeshore Drive and Tierra Del Middle School and the sidewalk on the east side of Kenwood Drive from Kenora Drive to Campo Road. The second contract will also provide intersection improvements for the Fuerte Drive intersections with Avocado Boulevard and Calavo Drive.
The Rios Canyon Road sidewalk project will construct 290 feet of new sidewalk and curb ramps and will fill a sidewalk gap. The CDBG allocation will provide $173,000 of the estimated $283,000 construction cost including contingency, and Highway User Tax Account revenue derived from the sales tax on gasoline will fund the other $110,000.
The Rios Canyon Road sidewalk work is scheduled to begin by the end of 2019 and be complete in spring 2020. Prior to the start of construction owners of adjacent properties will be sent letters and road work signs will be placed to notify the public of the location and approximate dates of the construction. During the construction, traffic control measures will be in place to limit impacts to community members and other travelers.
The Fuerte Drive intersection improvements will install pedestrian ramps at the intersection of Fuerte Drive and Avocado Boulevard, replace existing medians along Avocado Boulevard north and south of Fuerte Drive, install a berm at the southwest corner of Fuerte Drive and Calavo Drive, and install a median along Calavo Drive south of Fuerte Drive.
The contract for the Petite Lane and Kenwood Drive sidewalks and Fuerte Drive intersection improvements also includes sidewalks for San Miguel Road in Bonita and Oleander Avenue in unincorporated San Marcos. The estimated cost of the contract including contingency is $1,550,000; a prior-year general fund balance will account for $1,300,000 and a Road Fund balance from Fiscal Year 2018-19 will cover $250,000.
Work on the improvements including Petite Lane, Kenwood Drive, and Fuerte Drive is scheduled to begin in early 2020 and be complete by summer 2020. Prior to construction surrounding residences and businesses will be notified with mailers, door hangers or other signage and during construction traffic control measures will be in place to limit impacts to the community and other travelers.
The Lakeside Community Planning Group voted 11-0 July 17 to recommend the Rios Canyon Road sidewalk construction and to recommend approval of the Petite Lane sidewalk construction.
On Aug. 6 the Valle de Oro Community Planning Group cast 12-0 votes recommending construction of the Kenwood Drive sidewalks and the Fuerte Drive intersection improvements.
