The vote is changing.
The San Diego County Water Authority board meeting Dec. 6 approved the 2019 vote entitlements for SDCWA member agencies, and the weighted vote for the Otay Municipal Water District and the Padre Dam Municipal Water District will increase from the agencies’ 2018 vote entitlements while the Helix Water District percentage will decrease, and the Lakeside Water District weighted vote is unchanged.

The San Diego County Water Authority board meeting Dec. 6 approved the 2019 vote entitlements for SDCWA member agencies, and the weighted vote for the Otay Municipal Water District and the Padre Dam Municipal Water District will increase from the agencies’ 2018 vote entitlements while the Helix Water District percentage will decrease, and the Lakeside Water District weighted vote is unchanged.
The Otay Water District share of the CWA’s weighted vote was 5.71 percent during 2018 meetings and will be 5.80 percent in 2019. Padre Dam’s weighted vote allocation will increase from 2.69 percent to 2.70 percent. The Helix Water District’s vote in 2018 was 6.78 percent of the total and Helix will have 6.76 percent at the 2019 meetings. The Lakeside Water District vote allocation is unchanged at 0.74 percent.
The member vote entitlement is calculated based on the total cumulative financial contribution from each agency since the CWA was created in 1944. The contribution amount includes all taxes, assessments, fees and charges paid to or on behalf of the CWA by property located within the member agency’s boundary through the June 30 end of the previous fiscal year.
The cost of water treatment is not included in the total financial contribution, but the totals include standby charges, capacity charges, infrastructure access charges, readiness-to-serve charges, connection and maintenance fees and annexation fees as well as charges for water delivered and sold to CWA member agencies.
The total financial contribution of all 24 CWA member agencies was $13,351,849,353 for the period ending June 30, 2018, an increase from the cumulative total of $12,815,686,182 through the end of 2016-17.
The total Otay payments as of June 30 were $781,085,134 and the agency had cumulative contributions of $732,468,092 when Fiscal Year 2016-17 ended. Padre Dam’s cumulative contribution through the end of Fiscal Year 2017-18 was $363,120,688 while the cumulative payments through the end of 2016-17 were $344,526,951.
Helix had contributed $908,962,061 as of the end of Fiscal Year 2017-18 and had total payments of $869,448,548 as of June 30, 2017.
Lakeside’s payments at the end of Fiscal Year 2017-18 were $99,884,084 while the cumulative total at the conclusion of 2016-17 was $95,352,192.
