New City Attorney is named in El Cajon

The city of El Cajon has named Jennifer M. Lyon as its new City Attorney, marking a significant transition after longtime City Attorney Morgan L. Foley, who served the city for approximately 25 years, retired.

Lyon brings decades of experience in municipal law and representing public agencies to the role.

Most recently, she has served as City Attorney for the city of Imperial Beach, a position she has held for the past 15 years. Her background also includes serving as General Counsel to several public agencies, including the Ramona Municipal Water District and the San Diego Convention Center Corporation, where she has worked for the past decade.

Her municipal experience extends beyond those roles. Lyon previously served as the appointed City Attorney for the city of Calexico from 2005 to 2015 and has represented a wide range of municipal clients throughout Southern California. That list includes the cities of San Diego and Lemon Grove, giving her broad familiarity with the legal challenges and operational needs faced by cities of varying sizes.

City officials emphasized the value of Lyon’s experience as El Cajon continues to navigate complex legal and policy issues. City Manager Graham Mitchell said, “Ms. Lyon’s experience will be invaluable in serving the legal needs of the City of El Cajon, and the City Council made a wonderful selection for its next City Attorney.”
