A 30.63-acre parcel in Santee which had been declared surplus to the County of San Diego’s needs was sold for $19 million July 24.
Ahd Haddad was the high bidder for the property north of Mission Gorge Road, east of Riverview Parkway and west of Cottonwood Avenue.
Following the bidding process, the county Board of Supervisors voted 4-0, with Dianne Jacob recovering from surgery, to approve the sale to Haddad for $19 million.

The Edgemoor skilled nursing facility and the Las Colinas women’s detention center are in Santee, which became an incorporated city in 1980. In the 1920s, the county acquired 426 acres in Santee, although some of that land has been sold or leased to private entities or conveyed to the City of Santee.
The City of Santee’s Towne Center Specific Plan zones the property Haddad purchased for commercial use.
Potential uses include executive or professional office space, a hotel, medical facilities and educational institutions.
In March 2017 the Board of Supervisors declared the property surplus to the county’s needs.
In January 2018, an appraisal valued the property at $6,460,000, which became the minimum bid.
A May 15 Board of Supervisors action approved a resolution of intention to sell the property, which also invited written bids.
Two written bids were received with the higher bid being $6,470,000.
The July 24 hearing allowed oral bidders to provide a higher bid.
