On June 7, Sen. Joel Anderson presented a Senate Resolution to Carlos Flores, executive director of the San Diego Regional Center (SDRC), in recognition of his nearly forty years of public service.  The Regional Center contracts with the state government and community partners to help developmentally disabled individuals find homes and treatment.

The morning began with a joint appearance on KUSI’s “Good Morning San Diego,” where Molly Nocon, CEO of Noah Homes, who nominated Flores for the resolution, joined Anderson and Flores.

The presentation of the Senate Resolution took place at Noah Homes, a nonprofit organization in Spring Valley that specializes in providing residential services and opportunities to adults with intellectual and developmental disabilities.  Resident of the Noah Homes campus, its Board of Directors, Flores’ family and friends, as well as representatives of the San Diego Regional Center attended the ceremony.

During his remarks, Anderson spoke of Flores’ 37 years of working with those who have developmental disabilities and how he serves as a model for someone who puts “people before process.”

“Instead of getting caught up in bureaucracy and political red tape, Carlos has dedicated his life to advocate for the needs of San Diego’s developmentally disabled population, and for that he deserves this recognition,” Anderson said.

Nocon, who works closely with Flores and the San Diego Regional Center in her role as the CEO of Noah Homes, expressed similar praise.

“It’s a great honor that Senator Anderson chose to honor Carlos here with us today,” she said. “Carlos has been a huge mentor to us at Noah Homes and to our concept of the community campus. We appreciate his work and we appreciate the support from Senator Anderson to help the more than 27,000 people in San Diego that are served by the Regional Center.”
