GUHSD bond oversight committee releases 2024 report

The Grossmont Union High School District (GUHSD) Citizens’ Bond Oversight Committee (CBOC) has released its 2024 Annual Report, outlining expenditures and progress on construction projects funded by Proposition U and Measure BB.

Proposition U, a $417 million bond measure, was approved by voters in 2008. Measure BB, a $183 million bond, passed in 2016. The report details completed projects in 2024 and those scheduled for completion in 2025.

According to the report, GUHSD received a third consecutive A+ rating on the School Bond Transparency Report Card from the San Diego County Taxpayers Association.

The report concluded “that the projects for 2024 were consistent with the plan established and approved by the GUHSD Governing Board. Further, the financial reports presented to the CBOC from the District for the projects completed and underway were consistent with reported expenditures.”

“The investment made by East County citizens demonstrates their unyielding commitment to delivering a world-class, well-rounded education for our students,” said President Woods. “We have taken our responsibility to be good stewards of that investment very seriously, and that’s why we’re extremely proud to have earned a perfect score for transparency from the San Diego County Taxpayers Association for the third year in a row.”

The CBOC is composed of eleven volunteer members appointed by the GUHSD Governing Board. According to Chair Dirk Epperson, the “CBOC provides an independent examination of District bond project planning and spending to afford the taxpayers and community at large validation that funds are being spent as intended and designed.”

Committee members review planning and financial documents and visit both ongoing and completed construction sites.

“East County voters trusted us to build safe, modern schools with transparency and accountability,” said Dr. Woods. “We’ve honored that trust – and we owe so much of our success to the many hours of dedicated service from our CBOC members.”
